What Fractional HR Actually Does (And What It Doesn’t)

What Fractional HR Is

Fractional HR is a senior-level HR partner who works with your company on an ongoing basis, but isn’t a full-time employee. You get the expertise of a Director or VP of HR, the hands-on execution of an HR generalist, and the flexibility to scale up or down as your needs change.

It’s not a consultant who gives you a 60-page roadmap and disappears. It’s not a vendor who runs your payroll. It’s a partner who’s embedded in your business — in the room when you’re planning, on the phone when something goes sideways, in your systems when work needs to get done.

What Fractional HR Actually Does

Scope varies by provider and engagement level, but here’s what good fractional HR typically covers.

Day-to-Day Employee Relations

The performance issue your manager doesn’t know how to handle. The complaint that came in over the weekend. The leave request that came with a doctor’s note nobody knows how to interpret. Fractional HR is who you call when something employee-related needs a real answer, fast.

Compliance and Multi-State Guidance

Federal, state, and sometimes city-level employment law is a moving target. Good fractional HR keeps you on top of what’s changing, what applies to your team, and what to do about it. If you’re hiring across state lines, this alone is often worth the engagement.

HR Infrastructure

Handbooks, offer letters, policies, performance review templates, manager scripts, separation documents. The paperwork that exists to protect both the company and the employee. Good fractional HR builds it, keeps it current, and uses it consistently.

What Fractional HR Doesn’t Do

This is the part most providers don’t talk about. Knowing what fractional HR doesn’t cover is just as important as knowing what it does.

It’s Not Payroll Processing

Fractional HR doesn’t run your payroll. That’s what payroll providers and PEOs are for. Good fractional HR will coordinate with your payroll provider, troubleshoot issues, and make sure things line up — but the actual processing happens elsewhere.

It’s Not a Benefits Brokerage

Fractional HR doesn’t quote, place, or administer benefits plans. A benefits broker does that. Good fractional HR partners with your broker and handles the administrative side of benefits questions, enrollments, and changes.

It’s Not Recruiting (Usually)

Some fractional HR firms include recruiting (like us). Most don’t — or they offer it as a separate service. If hiring is one of your biggest pain points, ask early whether recruiting is included or whether you’ll need a separate partner.

It’s Not a Replacement for Leadership

Fractional HR can advise, execute, and embed deeply, but it doesn’t replace the people decisions that have to come from you. Culture starts at the top. So does accountability. Fractional HR makes those things easier to live out. It doesn’t do them for you.

How to Tell If Fractional HR Is Right for Your Company

Fractional HR makes the most sense for companies with 15 to 80 employees that have outgrown DIY HR but aren’t ready for a full-time HR leader. If your leadership team is spending too much time on people issues, your documentation is drifting, and your managers are flying blind, fractional HR can step in fast.
